If charges are added after approval, can you send them an email and require they agree to those charges?

We currently add charges depending on time of request and space so we won't be adding these charges til after a request has been made. I'm afraid if you only send an email that charges were added but don't require they agree to the new charges, we might hear that they never saw the email.
